Role Purpose:
The MENA Education Insights Hub delivers Insights and Engagement impact and the regional work under International Student Mobility and Marketing. It supports the delivery of corporate and regional outcomes and ensures that benefit is achieved in MENA countries and for the UK. The HE Hub Programme Manager supports the work of the Hub and provides sector expertise at country and regional level and manages partner and stakeholder relationships.
This role will support the implementation of multi-country programmes funded by British Council and other partners or clients in compliance with British Council policies and procedures. Specifically, this role will support the work of the MENA Education Insights hub (based in Egypt) with a focus on the Gulf country higher education markets in particular. The role develops and delivers quantitative analysis and project management for the regional education Insights team. The role supports the commissioning and analysing quantitative and qualitative market research. The role also supports British Council’s International Student Mobility and Marketing programme, focusing on sector rather than student audiences. The role also manages British Councils’ policy dialogue and exchange on higher education through commissioned research studies, conferences, and events.
This role will work under the line management of the Lead HE Research Hub Analyst working closely with the HE Research Hub Analyst and the Regional Director Education, as well as with the Global Programme teams for Insights and Engagement and International Student Mobility and Marketing.
Main Accountabilities:
Sector/subject expertise
  • Uses sector expertise to provide insight and content for corporate responses to public consultations, representing British Council’s perspective and demonstrating our thought-leadership in relevant external fora
  • Provides up-to-date and well-informed briefings on current and emerging matters in area of expertise, conducting detailed analysis and research, contributing cutting-edge sector knowledge and content to proposals, potentially contributing to the body of literature in their area of expertise
  • Is able to communicate on a wide range of internal and external fora within the sector and is recognised as having sector expertise
  • Identifies and develops opportunities for the sector to build their work in country/region
Leadership & Management
  • Could play a leadership role on a specific component of a larger project or programme
  • Manages delivery teams and/or project team.
  • Manages all EDI processes and ensures comprehensive use of internal tools in programme design and delivery. Maintains an oversight of the action plan developed through the use of internal EDI tools
Relationship & Stakeholders
  • Leads on relationships at a project/programme level.
  • Holds delivery partners to account including supply chain management where applicable.
  • Communicates internally and externally about a project’s success/challenges and lessons learned.
Brand and market positioning
  • Promotes and positions the UK education sector in country/region
  • Ensures British Council’s value proposition and support to the UK sector is clear, agreed and communicated.
  • Ensures that British Council’s reputation for quality and as a valued not-for-profit partner remains high and contributes to our organisational mission of building trust between the UK and other countries.
    • Ensure an appropriate level of market analysis, thought leadership / research is generated and commissioned and meets strategic objectives to underpin the UK’s education engagement with country/region, working with the Research and Insight Hub.
Commercial and Financial Management
  • Manage and control the agreed budget, expenditure and income against plans, ensure accuracy of reports and ensure sound financial management and analysis across the portfolio through monthly finance reviews and quarterly business reviews.
  • Ensure timely and accurate planning and forecasting, timely reporting of risks, including financial and identify opportunities and mitigation actions
Programme Management
  • Ensures that every project/programme is compliant with all internal policies and processes (for example safeguarding, EDI, supply change management, social value and conflict sensitivity).
  • Contributes to development of, owns and delivers, the Programme Management Plan
  • Identifies risks in a project or programme and puts together mitigation strategies with the senior responsible officer (SRO).
  • Responsible for data management including timely data entry, quality assurance of data, undertaking basic analysis of monitoring data, and developing progress reports.
  • Undertakes programme-specific data collection as needed and works with colleagues to identify indicators and tools for data collection, quality assures all data, and undertakes basic analysis.
  • Supports the design of results-based programmes including development of basic M & E plans and results frameworks.
  • Undertakes lessons learned and action-reporting and shares learning for future design.
  • Manages, finance, procurement, compliance and reporting on a project/programme.
  • Works closely with sources of digital skills and expertise to ensure high quality digital inputs on programmes and projects.
About You (essential requirements for the role):
  • English – excellent written and spoken – C1 level (Aptis, IELTS 9 or equivalent)
  • Degree in education, economics, statistics or a social sciences / business-related field, or equivalent or equivalent work experience
  • Foundation level Project Management qualification (in-house training or evidence of CPD in this area could be considered) or equivalent work experience
  • Knowledge about international HE and TVET
  • Experience of managing multi country or large in-country programmes that have met project closure and audit standards.
  • Managing and understanding internal and external stakeholder needs
  • Demonstrable experience in data collection, analysis and insightful research report inputs and/ or presentations
  • Knowledge and/or experience of working with at least two types of funding sources within a structured compliance regime.
  • Experience of client management, partner management and/or contract management.
  • Experience of managing a wide range of stakeholders.
  • Experience of conference and/ or policy forum and event management
  • More than 3 years’ experience managing projects or managing aspects of programmes.
  • Experience in spotting risk in a project or programme and putting together successful risk mitigation with the senior responsible officer (SRO)
  • Experience of positioning the UK as a contributor and convenor of knowledge and recognised source of education insight and analysis
  • Experience of supporting the brokering of education connections partnerships, thought leadership and student mobility
  • Knowledge and experience of supporting international student recruitment
  • Experience of supporting an increase in higher education system to system partnerships and helping to create environments which enable further UK engagement, such as Transnational Education (TNE)
  • Experience of building a network of policy makers and practitioners working in the field of international education
