Job Description For United Nations Development Programme Jobs

This position is for a Research and Knowledge Exchange Associate in the UNODC Office for the Gulf Cooperation Council Region (OGCCR) in Abu Dhabi.

The incumbent will provide research and analytical support for the development, implementation and monitoring of programmes and initiatives within the framework of OGCCR’s umbrella project AREU51 (“Establishment of the UNODC Office for the GCC Region”), with the aim of strengthening technical cooperation with the Government of the UAE and the other GCC countries – Bahrain, Kuwait, Oman, Qatar and Saudi Arabia – in the fields of drug control, crime prevention and criminal justice, in line with UNODC’s Strategic Partnership with the GCC Countries.
The incumbent will work under the direct supervision of the Programme Management Officer and the overall guidance of the UNODC Representative for the GCC Region. S/he will also work in close collaboration with the Project teams in OGCCR as well as relevant thematic branches and sections in HQ and/or FOs.
Duties and Responsibilities
1. Legal and policy research and analysis:
  • Maintain a repository of knowledge resources from the GCC countries including laws, policies, strategies and caselaw relating to their international obligations as States Parties to the conventions on drug control and against transnational organized crime, corruption and terrorism;
  • Conduct research and analysis of GCC countries’ laws, policies, strategies and caselaw relevant to the areas of UNODC’s mandate to help identify potential legislative and technical assistance needs;
  • Develop training material and other knowledge products as appropriate to facilitate knowledge sharing among GCC countries and/or with other countries.
2. Drug and crime information management and reporting:
  • Maintain a network of designated national focal points from the GCC countries responsible for following up and/or coordinating inputs to mandated data reporting mechanisms and instruments in the fields of drugs and crime;
  • Plan, coordinate, design and/or deliver training and refresher sessions for designated national focal points on mandated data reporting mechanisms and instruments;
  • Follow up with designated national focal points for timely submission of inputs to mandated data reporting mechanisms and instruments;
  • Plan, coordinate, design and/or deliver activities to facilitate the exchange of quality and timely information amongst GCC countries and/or with other countries to enhance responses against drugs and crime.
3. Project development, implementation and monitoring:
  • Develop concept notes and project proposals for programmes of technical cooperation in the field of combating transnational organized crime and trafficking in persons and smuggling of migrants in particular, and in the field of preventing terrorism;
  • Develop, review and/or update project document components including situational analyses, workplans, logical frameworks etc.;
  • Provide substantive backstopping to the preparation and implementation of technical assistance activities, as assigned and in coordination with relevant FO and/or HQ teams, in the areas of UNODC’s mandate and particularly in the field of combating transnational organized crime and trafficking in persons and smuggling of migrants in particular, and in the field of preventing terrorism and violent extremism.
4. Partnership development:
  • Contribute inputs to the regular development/update of the UNODC’s Strategic Partnership with the GCC Countries;
  • Create and maintain partnerships with governmental entities, local and private institutions and any other strategic partners in the project target areas;
  • Participate in meetings of UN Country Team(s) as assigned by the Representative for the GCC Region, and coordinate OGCCR inputs to the development/update of UNCT-led documents, reports and other exercises;
  • Contribute to the drafting of partnership and funding agreements in accordance with UNODC templates, and coordinate clearance processes with HQ staff as appropriate;
  • Contribute to the preparation of tailored material to support advocacy and communication efforts towards programme stakeholders, partners and donors.
5. Knowledge building and sharing:
  • Participate in training courses and modules to keep abreast of new developments relating to the key functions of the Research & Knowledge Exchange Associate;
  • Capture and document lessons learnt during project implementation;
  • Contribute to the regular exchange of information, results and good practices with other projects and teams;
  • Participate in networks and communities of practice to facilitate cross-learning.
6. Additional duties as required by management on an ongoing basis:
  • Contribute to the preparation of various written outputs such as, background papers, briefing notes, analytical notes, correspondence with governments, working papers, mission reports, minutes of meetings, presentations, project proposals, project progress/activity reports and ad hoc reports;
  • Support the occasional translation of short written outputs and communications from English to Arabic and vice versa;
  • Participate in any meetings and/or activities as required;
  • Perform any additional duties as required.

Required Skills and Experience
Education: MA degree in law, sociology, economics, other social sciences or related fields.
Experience: A minimum two (2) years of relevant working experience (quantitative and qualitative research and analysis, project monitoring & reporting) is required at the national or international level. Working experience in the field of crime prevention is desirable. Experience with the UN is an asset. Experience in the GCC countries is an asset.
Language Requirements: Fluency in English and Arabic.
Computer skills: Excellent computer skills, including the usage of Office software packages (MS Word, Excel, etc.), knowledge of spreadsheet and database packages; experience in handling of web-based management systems.
